As an exception, and under safe conditions, is one vehicle allowed to tow another using a vehicle not intended for this purpose on roads other than freeways or high-capacity divided highways (autovías)?

  1. Yes, provided the distance traveled is no more than 10 kilometers.
  2. Yes, but only as far as the nearest place where it can be safely left stationary.
  3. No, it may only be towed by a vehicle intended for that purpose, such as a tow truck.
