Correct answer: Drivers and passengers of emergency service vehicles.

The driver and passengers of a vehicle responding to an emergency may go without seat belts while traveling in a built-up area. Children under 16 have no exemption. They must wear a seat belt, or use a restraint system if they are 135 cm tall or shorter. A pregnant woman without a medical exemption certificate must also wear a seat belt.
